You Shall Know Them By Their Fruit:
“23) The desire of the righteous is only good, But the expectation of the wicked is wrath.” Proverbs 11:23
Both the righteous and the wicked are consistent in their character. The desire of the righteous is always good. The long term goal of the wicked always seeks harm, conflict and wrath.
Jesus said something similar in Matthew 7:15-20. You will know them by their fruits. A good tree bears good fruit and a bad tree bears bad fruit. They produce fruit after their own nature.
The only way to change the inner self is through the gospel of Jesus Christ. 2 Corinthians 5:17 says that if any one is in Christ, he is a new creature, old things pass away, all things become new.
Knowing Jesus grafts a person into a new root system! (See Romans 11:17-24) It changes them. You will know them by their fruit.
